Industrial Character of Jurong
Jurong Regional Centre became Jurong Lake District (JLD) in 2008, with a new plan to help shed its industrial image and bring more offices, retail, homes and leisure to the area. Today, JLD brings some of the buzz, brands and mix of uses of the city to western
Locating the terminus of the Kuala Lumpur-Singapore High-Speed Rail (HSR) in JLD is a game-changer. It will make the district a gateway for cross-border business and travel. With the potential to plug into regional growth opportunities, JLD will be developed as Singapore’s second Central Business District (CBD).
Cities grow around transport hubs. Come 2026, travellers will dash between Singapore and Kuala Lumpur in 90 minutes on high-speed trains. Connections to the rest of Singapore will also improve when the Jurong Region Line and Cross-Island Line are completed.
The next phase of JLD will take shape around the High-Speed Rail station, with new offices, housing, hotels, retail, F&B and other leisure offerings set within delightful spaces. A major pedestrian mall will connect the HSR and Jurong East MRT stations, creating a seamless link for commuters and forming the main commercial spine along which the second CBD will grow.
JLD will take many decades to realise — at least 2040 and beyond. When completed, more than 100,000 new jobs and 20,000 new homes will be created. Similar to how Jurong was turned into an industrial powerhouse 50 years ago, JLD is set to transform the west of Singapore once again.
JLD is strategically located near high-value industries, the future Tuas Port, two world-class research universities, and offers convenient connections to the city and Malaysia. The High-Speed Rail to Kuala Lumpur will open new markets and opportunities in a metropolitan region of more than 10 million people. It will enhance the flow of talent and travellers, facilitate knowledge, business and cultural exchanges, and stronger social links to make JLD an attractive hub for regional businesses.
Building on the existing cluster of firms and public agencies in Jurong Gateway, JLD could be a hub for infrastructure development firms.It also offers an attractive location for firms in the maritime services sector, given its proximity to the new port and the surrounding industrial and logistics clusters

The 57 hectare Jurong Gateway is shaping up well with the completion of several projects such as JEM, the Devan Nair Institute for Employment and Employability, Genting Hotel Jurong and the Ng Teng Fong General Hospital. Other projects are expected to be progressively completed in the coming years.
Jurong Gateway will be highly-connected with an integrated network of elevated pedestrian walkways at the ground level and J-Walk, a 2nd storey elevated pedestrian network.
All buildings and public transport facilities will be seamlessly connected via this network for commuters to walk conveniently and comfortably in all weather conditions. Part of this network has already been completed from Jurong East MRT station to nearby developments.
The Lakeside precinct will become an exciting business, residential and leisure destination set within lush greenery and the 70 hectare Jurong Lake. It will be home to the new Jurong Lake Gardens, which will become Singapore’s national gardens in the heartlands and a people’s garden where spaces are sensitively landscaped and created for families and the community to come together.
The Ministry of Education (MOE) is planning a new Science Centre, which will be integrated with the new Gardens, creating an environment that showcases ecology and sustainable living. This will provide opportunities for Singaporeans to discover the wonders of science, technology and inquiry.
With the completion of the HSR terminus in 2026, a new mixed-use business district will be progressively developed in Lakeside, integrated seamlessly with Jurong Gateway, forming Singapore’s second CBD.
New MRT Lines
Cross Island Line (CRL) and Jurong Regional Lilne (JRL)
The CRL will be an important part of the MRT network – providing a faster commute between the east and the west. The CRL will be about 50km in length and is targeted to complete around 2030. When completed, CRL which starts from Changi, passing through Loyang, Pasir Ris, Hougang, Ang Mo Kio, Bukit Timah, Clementi, West Coast and Jurong, is expected to have a daily ridership of at least 600,000 commuters. It will connect all existing radial MRT lines with close to half of the 30-plus CRL stations being interchange stations.
Besides relieving the load on several of the existing MRT lines, the CRL will also provide commuters with many more travel routes to get to their destinations, bring about greater comfort to commuters and shorten journey times.
JRL will serve residents of Choa Chu Kang, Boon Lay and the future developments in the Tengah area. It will connect to main activity nodes in Jurong West, such as Nanyang Technological University, the Jurong Industrial estate, including Jurong Island and the future Jurong Gateway. Commuters in the North will also be able to enter the Jurong region directly via the JRL, without having to interchange at the heavily-used Jurong East interchange.
The planned JRL could be extended southwards to join the Circle Line at Haw Par Villa station. JRL is estimated
to be ready by 2025, while the extension – if found to be feasible – will be completed by 2030.
